Which of the following most accurately describes the problem?

THE granting • of this licence is 'goingto hit nobody, and utterly fail to see that the Road Haulage Executive's interests are affected at all," • said Mr. N. L. Macaskie, k.C., . chairman of the Transport [Appeal) Tribunal, when, last week, the Tribunal dismissed the Executive'sappeal against the grant of ,.B licence for one vehicle by the North Western Licensing Authority to Mr. E. A. Whitehead, of Salford.

; Mr: P. Kershaw, for the appellant, said that Mr. Whitehead had previously undertaken haulage for the Christie Patent Stone Co.,' Ltd., Stretford. tinder a contract-A licence, but had now startedhis own floor-laying businesi. He wished to be able to carry his own and Christie's materials, but, said Mr. Kershaw, there was no ground for the grant of a B licence, because the work had previously been done under a contract-A licence..

"1 can sec the attraction of granting this licence, but it is to sacrifice a principle," he submitted.

The chairman said that if the respondent confined himself to carrying for . the Christie company and fOr himself, no wasteful competition .would be created. The appeal was dismissed. Mr. Whitehead, who was unrepresented, was not called upon to state his case.
