Which of the following most accurately describes the problem?

At the meeting of Chelsea Borough Council, which was held on January 31st, the consideration was resumed of the report of the works and general purposes committee (which was published in " THE CommEacou. MOTOR " of December 14th, page 291 ante). This report recommended the purchase of ten motor vans from the Lancashire Steam Motor Company, Limited, for 1:,5,35o, also of movable water tanks for five of the vans at a cost of .2o1). By means of these vans and those already in use the collection of house dust and refuse in the borough will be carried out entirely by the council's own vehicles and staff. It is intended that some of the motors should be utilised during the summer months for watering purposes.

The finance committee reported to the effect that, having considered the estimate, they had passed it. A member of the council asked how soon the motors would be delivered] by the Lancashire Steam Motor Company, ned the Chairman of the works committee replied that the order was to be given immediately, as otherwise the vans would not be delivered until the middle of the busy season. The reports and recommendation were unanimously adopted.

We congratulate Mr. T. W. E. Higgins, the borough engineer and surveyor of Chelsea, on the support which he has received from members of his committee and the council as a whole. Chelsea was one of the earliest authorities seriously to take up the question of municipal motor wagons, and the growth from a couple of machines to a fleet of close, upon twenty in all must furnish evidence to all who seek to belittle the steam wagon that it has thoroughly gained its place on this occasion. We are pleased to know that it is within our power to make clear to the local authorities of this country, as will be undertaken in our special Municipal Issue of April 26th, that Chelsea is no exception, and that the employment of heavy wagons for cleansing purposes is only one of several obvious applications for commercial motors. The Motor Van and Wagon Users' AssocinLion, whi;:h proposes to change its title to the "Motor Van, 1Vagon, and Omnibus Users' Association," now includes in its membership representatives of all the large trading and carrying companies. For example, the following industries are represented : the railway companies by, among others, the Midland Railway, the Great Western Railway, the Great Central Railway, etc. ; the carrying companies by Messrs. Carter Paterson and Co., Ltd., Messrs. Pickford, Ltd. ; the manufacturing companies by Messrs. Vickers, Sons, and Maxim, Ltd., Messrs. Stothert and Pitt, etc. ; the brewing industry by Messrs. Bass, Ratcliffe, and Gretton, Messrs. Watnev, Coombe, Reid and Co., Messrs. Whitbread and Co., and Messrs. W. Hancock and Co., Ltd., etc.; the milling industry by Messrs. Mark Mayhew, Ltd., Messrs. Whitworth Bros„ Messrs. F. Skurray and Son, etc. ; and the omnibus companies by the Road Car Co., the London Motor Omnibus Co., etc. Among those who have recently joined are Messrs. Moss and Woodd, Messrs, G. and R. Dewhurst, Messrs. W. Neave and Son, the Eastern Motor Wagon Co., Messrs. Brown, Roberts and Co., The Commercial Cars, Ltd., Messrs. Pemsel and Wilson, Messrs. R. Walker and Son, The Snaith Plaster and Cement Co., Ltd., Messrs. Richard Garrett and Sons, I.td., Mr. J. E. Gurney, " The Tribune," Ltd., Mr. John Leach, Messrs. J. Shoolbred and Co., .Messrs. T. D. Ridley and Sons, Stuart's Granolithic Stone Co., Ltd., The West of Scotland Carrying Co., and Messrs. Alley and Maclellan.

In connection with the work of the Association, important new developments are in contemplation for the forthcoming year, with a view to improving and securing the increased use of commercial motors.
