THE DEPARTMENT of Transport should be given more responsiblity for building and managing conurbation roads if the metropolitan counties are abolished, the Freight Transport Association has told MPs.
In a briefing for selected MPs before this week's second reading of the Local Government Bill, it said that the routes were too important for industry for them to be delegated to the 69 borough councils which are scheduled to take over in 1986. See p29
