Which of the following most accurately describes the problem?

IN THE latest of a string of anti-Price Commission report speeches, Road Haulage Association national chairman John Silbermann told Kent hauliers to fight a "serious threat".

He said: "This threat is implied in the Secretary of State for Prices and Consumer Protection now being able to freeze road haulage rates if he chooses to misinterpret the Price Commission report."

Mr Silbermann added that his head office staff had already met the Department of Prices and Consumer Protection and had registered RHA's strong disapproval of the report's content.

"This is one of the many benefits which members as well as non-members obtain from the RHA," concluded Mr Silbermann.
