Which of the following most accurately describes the problem?

OPERATORS are reminded that a motor vehicle first registered on or before December 31, 1954, may not be used on roads after December 31 this year unless a test certificate for the vehicle has been issued within the past 12 months. This is the substance of The Motor Vehicles (Tests) (Extension) Order, 1961, S.I. 1961 No. 2256, obtainable from H.M. Stationery Office, price 3d.., which was made on October 20 and approved by the House of Commons on November 20.

These vehicle test regulations do not apply to goods vehicles with an unladen weight exceeding 30 cwt., or to articulated vehicles.
