Which of the following most accurately describes the problem?

FIGURES RELEASED by London Councils show there were 90,000 fewer penalty charge notices (PCNs) issued in the city for illegal parking during 2012/13 than in the previous year.

In all, 4.89 million PCNs were issued —404 million of those for parking.

The figures aren't broken down by vehicle type, but Natalie Chapman, head of policy for London at the Freight Transport Association (FTA), remains concerned by the increasing levels of parking PCNs issued to LGV operators. FTA's analysis from January 2009 to June 2012 showed a 50% increase in that period in fines among

the firms surveyed, while data from London Councils suggested a 2.45% increase in fines in the same period, according to Chapman.

Westminster remains the biggest distributor of parking penalties, handing out 439,458 PCNs during the year — more than 10% of all those issued. It was followed by TfL (372,149), Camden (212,047), and Haringey (182,940).

The FTA has recently called for greater consistency in the time limits applied by different London boroughs to loading/unloading operations on yellow lines, pointing out that some only allow 20 or 40 minutes while others allow unlimited periods.
