Which of the following most accurately describes the problem?

TRANSPORT Under Secretary John Horam opened a new stretch of London's M25 orbital motorway on Monday. The 5.3km (3.3 miles) stretch will not have motorway status until separate highway orders are made, but motorway regulations will apply.

The new section will relieve villages on A225 Dartford to Farningham road and A223 Sidcup to Dartford plus those on B258 Dartford to Swan ley roads.

Slip roads connect the new stretch with the M20 which is to be opened shortly.

The new road has two three-lane carriageways and a four feet wide central reservation with 10 feet wide hard shoulders.
