THE Government's road programme I was described as " niggardly " by Sir Henry Spurrier, managing director of Leyland Motors, Ltd., at a Press conference called by the Roads Campaign Council in Manchester on Tuesday.
Sir Henry said: "The Government have said that they plan to authorize the expenditure of £147m. over four years, but what really matters is what they are actually going to spend in that period, Very few people realize that, as things stand, this is only £97m., something less than an average of £25m, a year."
Sir Henry warned that the transport systems of north-west England were becoming paralysed. "Raw materials have tortuous journeys to the factories and finished products leave the factories only to be faced with roads that, at best, may be classed as winding lanes with perhaps good surfaces."
Mr. Hugo O'Hear, secretary of the Council, said that £750m. was needed for new roads and improvements. A National Highways Authority should be set up with powers to raise and administer a public loan.
