Which of the following most accurately describes the problem?

LGVs COULD be banned from passing through the centre of Bath within three years.

Bath and North-East Somerset Council is planning to impose a 7.5-tonne weight limit on all vehicles except those making deliveries to the city centre.

A council report says this would "reduce heavy traffic flows into the city with significant social, economic and environmental benefits".

It proposes a weight limit on the A36 Warminster Road, with signposts to encourage use of alternative routes.

The ban would hit operators using the A36 Bath-Southampton road en route to the M4.

The council says local residents support the plan;operators are not impressed.

Peter Lees of Bath-based Peter Lees Transport says the ban is "typical" of the council: "They can't see the wood from the trees in that it will cost hauliers a lot of money because of the detours involved and those costs will inevitably reflect back to the people of Bath.

Sir Elgar Jenkins, executive member of Bath and North-East Somerset Council says the council is talking to neighbouring authorities about alternative routes for LGVs: "We've already had some earlier discussions with Wiltshire, and Wiltshire will be asking the government for a bypass.

"We are not doing it in isolation, but LGVs are putting great environmental pressure on the city centre."
