Which of the following most accurately describes the problem?

A T a hearing of the North Western PI Traffic Commissioners held in Manchester last Thursday and Friday, a group of Blackburn coach operators made applications to run excursions to London to convey football supporters of Blackburn Rovers A.F.C. and Burnley A.F.C. to away games, F.A. Cup ties and international matches. British Railways objected to the applications.

Making the applications were: Robinsons Tours, J. Benson (Motors), Ltd., Harry Duckworth (Clayton-le-Moors), Fraser Motors (Accrington), Ltd., Holden's Tours (Osvyaldtwistle), Ribblesdale Coachways, J. J. Weardert and Sons, Bolton-by-Bowland Motor Services, Hodder Motor Services and Ribble Motor Services.

Mr. J. Robinson, managing director of Robinsons, said that there was a considerable amount of support for the Burnley and Blackburn football clubs in the areas in and around Blackburn. He had received many requests for transport.

Mr. Robinson stated that the application was designed to cover the unfore seen. " We do not know from one season to another which clubs will be involved."

Mr. E. Frpst, districtpassenger manager for British Railways, told the Commissioners that the railways were "extremely concerned" about the applications. British Railways did_ not object to coach operators running services to the Cup Final but they did object to the 'proposed excursions to ordinary League matches played in London.

Mr. G. H. P. Beames, for BR., stated: "This is nothing more than an operation application. It is not supported by the needs of passengers. Operators should not be given carte blanche to run where they like."

Mr. G. Dawes, Assistant Traffic Officer to Ribble, agreed with Mr. Beames that the applications should concern journeys to London only when local teams were involved.

Mr. Beames submitted that there was a regular frequency of railway services to London for sporting events.

The Chairman, Maj. Gen. A. J. F. Elmslie, said they would reserve their decision to a later date.
