Which of the following most accurately describes the problem?

made by the British Transport Commission and three private hauliers, the North Western Deputy Licensing Authority last week granted' a B licence to a Olieensee to enable him to use two vehicles for return loads.

Mr. H. Smith. sandpit owner and builders' merchant, Failsworth, said that his vehicles delivered sand to the three main asphalt companies in the area and returned empty_ Their work was spasmodic and dependent upon the weather, and the companies had difficulty in obtaining transport at short notice. Applicant had many requests to carry hot asphalt and wished to oblige because delays affected the demand for sand.

Mr. S. A. Dunkerley, for the haulier objectors, said that his clients had 40 vehicles engaged upon building work. There was a danger in this type of application to men who depended upon haulage for their living. The applicants' vehicles would be able to do additional work on preferential terms.

Mr. Dunkerlev submitted that a case had been made out only for the Neuchatel Asphalte Co., Ltd. Mr. Smith said that he could have produced letters from Val de Travers Asphalte Paving Co., Ltd., and Asphaltic Roadways, Ltd., but he thought that these were of no value.

The Authority granted a licence for two vehicles to carry asphalt and mastic blocks within 25 miles for the Neuchatel concern.
