Which of the following most accurately describes the problem?

AN IRISH county council is proposing a 50p toll for lorries using a new by-pass from next year, as a means of raising general revenue.

Kildare County Council's county manager says the toll, accompanied by a 20p toll for cars, on the Naas by-pass could raise IRE1m (£830,000) a year. The county says this would enable it to finance general local council services.
