Which of the following most accurately describes the problem?

• The possibility of increases in the gross weight limits on rigid and articulated vehicles was mentioned in the Commons this week by the Transport Minister. The hint came after Mr. Leslie Huckfield (Labour, Nuneaton) asked what consultations the Minister had had with heavy goods vehicle manufacturers, road haulage operators and the trade unions about the introduction of articulated lorries of 38 or 42 tons gross weight.

Mr. Marsh replied that engineers of his department had been exploring with organizations representing goods vehicle manufacturers and operators, the technical aspects of a new and more flexible system of regulating vehicle weight limits in relation to bridge capacities.

Such a system, if feasible, could provide for some increases in the present gross weight limits for rigids and artics, noted Mr. Marsh, but the extent of the increases was undecided. As soon as firm proposals could be formulated they would be widely circulated in the usual way for comment.
