Which of the following most accurately describes the problem?

NE extra vehicle was granted to McKelvie and Co„ Ltd., Motherwell, after a long hearing before the Transport Tribunal in Edinburgh last week. They had appealed against the Scottish Licensing Authority's decision to grant them only one of ID A-licence vehicles they had asked for (The. Commercial Motor, last week). Mr. Hubert Hull, chairman of the Tribunal, said there was a case for the two additional lorries. Respondents were the British Transport Commission, Alex Scott (Contractors), Ltd., D. M. Smith (TranspOrt), Ltd., Road Services (Caledonian), Ltd., Peter McCallum, Ltd., and Isaac Barrie, Ltd., for whom Mr. C. E. Jauneey said any

shortage of transport in the Motherwell area had been adequately met by the grant of one vehicle . .

Giving decision, Mr. Hull pointed out

• that McKelvies had acquired some .of the vehicles of London Scottish Transport, Ltd., when that companywent into

liquidation. They had hoped to buy more vehicles than they actually did.

• However, they bought the Motherwell depot and. 16 vehicles, and acquired the services. of the London Scottish manager As he had only 16 vehicles under his .control, instead of the former 26, he concluded that he would be unable to serve customers to the same extent.

In the Tribunal's view, the matter to which the manager attached so much importance was not of major moment. The question was whether customers were being properly served, and although therehad been evidence that a degree of inconvenience had been experienced, it could not be measured precisely.

The Tribunal thought the Licensing Authority had not allowed for the future increase in heavy engineering products in the Motherwell area.
