Which of the following most accurately describes the problem?

Recently the Essex County Council applied to the Ministry of Transport foe an order prohibiting or restricting motorbuses and chars-a-bancs on two road sections on the ground that the roads were -unsuitable for use by vehicles of that class.

The Ministry of Transport, however, has now requested the County Council to consider the conditions of the county ae a whole in order to enable the Ministry to give the broadest consideration to the important questions of alternative routes and the general traffic needs of the county, and to avoid the expense and inconvenience of holding a number of public inquiries into a series of_appli. cations from one authority.

The Ministry also intimates that the County Council's application is limited to passenger vehicles, and points out that there appears to be no obvious justification for a discrimination between passenger vehicles and eommercial vehicles, seeing that the grounds for the making of an order are not limited in their application vehicle

The Highways Committee of the County Council has now considered alternative routes, and proposes to include commercial vehicles as well as buses and chars-h.-banes, as suggested by the Transport Ministry.
