Which of the following most accurately describes the problem?

In this country the covered-in doubledecker is almost unknown, and, so far as London is concerned, Scotland Yard authorities , are, for eeveral reasons,

• against the uee of this type of vehicle. In New York, the Fifth Avenue Coach Co., who own and operate all the buses in New York, have recently constructed a double-deck vehiclefor the express purpose of protecting outside passengers and enabling the vehicle to render a more remunerative return during wet weather. The upper deck is covered by a light, sheet-metal canopy, dropdown windows being fitted at the sides. The new bus, which has a seating capacity for 15 passengers, is similar to the new London buses, but it has a longer wheelbase. It is said that the centre of gravity is so low that the vehicle can be tilted to an angle of 51 degrees without overturning.
