Which of the following most accurately describes the problem?

AMost leglislative powers as to transport in the Netherlands are vested in theā€¢ national authorities, and control rests with the Ministry of Transport and Waterways.

The national railways system is operated by an independent board with finances under State control.

There is a comprehensive licensing system for road transport, both passenger and goods. Passenger carriage is divided in five sectors: buses, group transport, non-scheduled transport, tourist excursions and taxi services.

Foreign operators of both goods and passenger services may work under the same conditions as Netherlands nationals. Licences are issued to both Dutch and foreign operators but services in transit need no licence.

Own-account international carriage is not usually permitted and licences can only be granted to Netherlands nationals.
