Which of the following most accurately describes the problem?

An important new transport museum is planned to be built at Low Moor, Bradford, and the Spen Valley railway line is to be revived as a tramway. Meanwhile, the old tram depot at Ludlam Street, Bradford, has been handed over to West Yorkshire Transport Museum Trust as a centre for the collection and restoration of exhibits and trams for the Spen Valley line.

John Sully, chairman of the trust, is relying partially on voluntary help from enthusiasts, upon whom the whole burden will fall if the county council is abolished. It is hoped that the project will be another tourist attraction for exotic Bradford.
