Which of the following most accurately describes the problem?

TRANSPORT Secretary William Rodgers has announced proposals for increasing the MOT test fee for cars and light vans. When last increased in January 1977, it was calculated as £3.96 and the addition of 14p to cover the Department of Transport's costs in administering the scheme gave a total fee of £4.10.

The fee being proposed provides for an increase of approximately 9 per cent in the cost of conducting the test, whilst there will be no charge in the 14p administration charge. The proposed new fee will be £4.45.

The reduced re-test fee which applies under certain conditions will continue to be half the full fee.

Also announced are proposed increases in fees paid by manufacturers for testing vehicles under the International and National Type Approval schemes. The fees now proposed take into account further experience gained by the Department in testing laboratories which carry out certain tests on behalf of the Department and also cover increases in the Department's own direct costs.
