Which of the following most accurately describes the problem?

In connection with the scheme for the construction of a tunnel under the River Thames between Dartford and Purfieet, the Kent County Council reports that meetings have been held, Principally with representatives of the Ministry of Transport, at which further negotiations have been conducted. The Kent members report that as a result of these negotiations a number of settlements has been effected to the advantage of the councils (Essex and Kent). Amongst these may be mentioned :— (a) The construction is to be carried out by the Ministry; (b) the contribution of the Kent County Council is to be £250,000, whatever may be the cost of the tunnel; (c) if tolls are imposed they will only be imposed for making good an excess cost over £3,000,000; (d) the county councils are not to be placed under a liability to reinstate the tunnel in the event of it sustaining any major calamity.

The joint engineers are Messrs. Goode, Wilson, Mitchell and VaughanLee and Messrs. Mott, Hay and Anderson. Liability for maintenance of the tunnel will be placed upon the contractors for the period of one year after completion. The county-council members have informed the Ministry that it is desired that it should accept responsibility for the general condition of the tunnel for a further period of four years.

After the tunnel is completed it will be handed over to a joint committee set up pursuant to the Bill.
