Which of the following most accurately describes the problem?

• An agreement between the UK and Yugoslavia was signed at the Foreign Office on Monday to facilitate road haulage between the two countries.

Anglo-Yugoslav road haulage will be governed by permit, and the quota of return and transit journeys by each country's carriers to or through the other country has been fixed at 2,500 for the first 12 months of operation of the agreement. Certain transport operations of minor importance will be quota-free, and will require no permits. There is provision for periodical review of the quota by mutual consent.

British goods vehicles entering or passing through Yugoslavia will be exempt from the ton-kilometre tax currently levied in that country, and Yugoslav vehicles entering the UK will be exempt from vehicle excise duty.
