Which of the following most accurately describes the problem?

THAT over 83 per cent, of rail traffic 1 was carried at uneconomic rates was the contention expressed by Mr. S. A. Macadam, divisional chairman, at the C.M.U.A. West Midland special general meeting. Mr. Macadam was dealing with the appointment of a sub-committee of the Transport Advisory Council to inquire into the co-ordination of transport.

He added that 161 per cent. of traffic was carried at such rates that the rest was subsidized handsomely, and it was for that 161 per cent, that road transport was competing. How could the Transport Advisory Council define the division of function between road and rail if there were no common basis of charges? The division that might ultimately be decided upon would not help the industry, because by the time sufficient data was obtained the railways would be on the high road to monopoly.

At a meeting of the Birmingham area committee, Messrs. S. A. Macadam, W. Shotton, H. Clegg and W. Pilkington were elected to represent the area on the divisional Committee. Mr. Clegg was elected chairman of the Birmingham committee.

It is really the parent of the organization, as, in the first instance, the A.H. and M.O.A. sprang from an Oldham district meeting.
