Which of the following most accurately describes the problem?

13 and 14 November I saw six accidents within a 30-mile radius of Leeds.

In a showroom it may look very nice to see rear fog lights incorporated in the rear lamp cluster, as on most new vehicles. However, in the dark reality of thick fog, the highintensity rear fog light makes it very hard to see the comparatively puny brake lights. The old separate rear fog lamps are a better idea. Also, the remote brake lights, as fitted to the rear windows of new Volvo cars, are very impressive, as they give a very positive message to the following driver who, apart from picking his way through the fog, may have many more things on his mind, such as vehicles to either side and behind him, should he need to turn off.

I think that rear fog lamps should be considered more in the context in which they will be used. I also think drivers should be able to tell when these fog lights should not be used, as many drivers turn them on, even if it only looks like it might rain, without giving any consideration to following drivers who are dazzled by these unnecessary lights.
