Which of the following most accurately describes the problem?

AN inquiry is to be made into the administration and structure of Nottingham's transport undertaking. At March 31 last, the department had an accumulated loss of £72,685.

ClIr. S. P. Hill, chairman of the transport committee, said last week that fares in Nottingham were low. Earlymorning return rates averaged 0.907d. per mile. Ordinary fares were 1.2d. per mile and children's fares 0.685d. per mile.

During the past financial year, working expenses were 131 per cent. higher than before the war, whereas the present fares were little more than 59 per cent, above pre-war level, Proposals to increase them would raise them to 70 per cent. above the pre-war rates. It is proposed to abolish workmen's return fares.

The last fares increase, estimated to yield £135,000, realized only £100,000. Prospective deficit by March, 1955, is £140.000.
