The National Freight Corporation supports tachographs. It has told the Foster Committee that as a responsible operator it will welcome the introduction of tachographs.

"Much of the opposition to the tachograph from the employee's side stems from a long history in the industry in which a low level of basic pay was compensated for by a high level of potential earnings through bonus payments and overtime," says the NFC's evidence.

The weight limit for vehicles on 0 licence should be reduced to two tonnes. NFC says that existing limits are being exploited by unscrupulous operators, not all of them small, in the parcels and removals sector.

The health of road transport is dependent on competition in both price and service by an industry operating responsibly and safely.

There should be an advisory body drawn from the industry to report regularly to the Secretary of State on matters concerning safety, profitability, finance and competence.
