Which of the following most accurately describes the problem?

ABERDEEN hauliers' request to have the.e radius of operations extended beyond the 25-mile limit has been rejected by the Ministry of Transport. In a letter to Lady Tweedsmuir, M.P., the Minister stated that to extend the radius would mean amending the Transport Act, and that the Government did not intend to do this.

The Minister has agreed to take tip with the Road Haulage Executive, complaints about the "arbitrary refusal" to consider applications for permits for longer journeys made by hauliers in Aberdeen and North-east Scotland.
