Which of the following most accurately describes the problem?

A N application by Turnbulls Transport

(Birmingham) Ltd. to transfer 10 vehicles from C hire operation to A licence was considered by the West Midland Licensing Authority, Mr. J. Else, at Birmingham on Wednesday.

Mr. T. H. Campbell-Wardlaw. for the company, said they wished to surrender a Contract A licence with B.S.A. Motorcycles Ltd. for one vehicle which was also to be put on the A licence. All the units were vans and the normal user sought was: " Mainly goods for B.S.A. Motorcycles Ltd., Triumph Engineering Co. Ltd.. Arid l Motors Ltd., Moto Plas Co. Ltd. and B.S.A. Metal Powders Ltd.. as required." All the companies mentioned in the user were wholly owned subsidiaries of the Birmingham Small Arms Co. Ltd., and the vehicles, although owned by Turnbulls Transport, had been on C hire to this organization for many years, distributing mainly motorcycles and accessories.

The sales of motorcycles were decreasing, continued Mr. Campbell-Wardlaw. and in 1961 the applicants had had 20 vehicles operating under C licence for the Birmingham Small Arms Co. Turnbulls now thought it would be more economical to operate the vehicles under an A licence because at present they were not fully utilized.

Objections were lodged by British Railways Board and British Road Services based on quantum and the type of licence which was necessary.

The application was continued.
