Which of the following most accurately describes the problem?

Satisfactory Outcome of Energetic Action by the Cornish Sub-areas of A.R.O.

AGREEMENT has been reached between quarry owners and haulage contractors in Cornwall on the rates for the haulage of sand and ballast. There has been a considerable acceleration of the growth of this traffic of late in the

Duchy. So extensive, indeed, is the tonnage now being handled that there is a likelihood of additional vehicles being brought into the area to cope with the work.

With this prospect in mind, and appreciating that, for the best results to be achieved in the national interests, there should be amicable relations between the two parties concerned—the quarry owners and the hauliers—it was decided to make an attempt to come to agreement on rates and conditions. At a meeting under the chairmanship of Mr. C. S. L. Burleigh, at which there were present representatives of each of the Cornish Sub-areas of A.R.O., a schedule of rates was unanimously agreed.

Communication was then established with the quarry owners and a joint meeting arranged. At that meeting A.R.O. was represented by Messrs. C. S. L. Burleigh of Callington, A. Fallon of Long Rock, C. Selleck of St. Austell, and the secretary of the • Devonshire and Cornish Area A.R.O., Mr. Norman J. Bennett, The quarry owners were represented by Messrs. Tom, Lewis and Steed. As the outcome, the accompanying schedule of rates was agreed, subject to provisions (a) that the rates should not be cut in any way, (b) that the hauliers' representatives would undertake to supply all the vehicles required additional to those operated by the quarry owners. The rates are subject to the condition that loading is to be from chute or by mechanical excavator, failing which the assistance in lieu is to be given to the extent of not less than two men per vehicle. If such assistance be not forthcoming and if the driver himself has to load the vehicle, then the rates are to be subject to a minimum increase of 6d. per yard or per ton.

The schedule is to become operative immediately, and to be subject to review in three months. An operator whohas any complaint to make arising out of this schedule and the conditions, should communicate, in writing, to Mr. Norman J. Bennett, at the office of Associated Road Operators, 5, Princess Square, Plymouth.

In order to obtain the fullest possible co-operation amongst hauliers in the county, meetings are to be held at Penzance, Camborne, St. Columb, St. Austell, Stratton and Liskeard, at which it is hoped all operators who are concerned may attend.

This satisfactory outcome of the activities of operators in Cornwall, coming on top of the other agreements upon rates, to which we have already given publicity, is something on which the industry may be complimented. Continuation of the effort, coupled with adherence, on the part of interested hauliers, to the rates thus agreed, will go far to establish the industry on a sound basis as a preliminary to continued progress when the war is over.
