Which of the following most accurately describes the problem?

rINE of the first acts of the newly formed Yorkshire Travel Association, at its inaugural meeting at York Guildhall on October 28, when 37 local authorities ranging from county councils to rural district councils sent representatives, was to co-opt to the committee many of the transport interests who have kept interest going during the 18-months' formatory period. Co-opted transport interests ,include Wallace Arnold Tours Ltd., West Yorkshire Road Car Co. Ltd., and the Passenger Vehicle Operators Association. At the committee meeting of the new body which followed the main meeting, it was agreed that the aim of the Y.T.A. was to be constructive, but it was evident that delegates were planning to take a strong line on rail closures to the resorts in the country, which have already occurred at Hornsea and Withernsea.

The transport interests are to be invited to co-operate with hotels and local authorities in any scheme of co-operative publicity. They are also to be asked to send representatives abroad during a specific test marketing campaign, in one specific country overseas, which is to be chosen. As has been expected, Cllr. Norman Fuller, of Scarborough, who had been acting as organizer and secretary, was appointed acting secretary of the new Association for a term of at least one year.
