Which of the following most accurately describes the problem?

BECAUSE the Northern Licensing Authority had refused to authorize the assignment of special-A-licensed tractors and semi-trailers, purchased in the North Western Area in 1958, Siddle C. Cook, Ltd., Consett, County Durham, had incurred heavy expenditure in establishing a base at Dukinfield.

Mr. F. Williamson, North Western Licensing Authority, was told this at Manchester last week when the company sought an A licence for two tractors and two low-loading semi-trailers. There were objections from B.R.S. (Pickfords), Ltd., British Railways, and Contractors (Transport), Ltd., Stockport.

For Cook, Mr. T. H. Campbell Wardlaw said that the vehicles were purchased from E. Hewitt and Co., Ltd. It was not Cook's intention to retain the licence in the north west if the application were granted. An application had already been made in the Northern Area to transfer the vehicles to Consett. It was not proposed to give up the depot at Dukinfield.

Mr. Williamson said that he saw no objection to the case being adjourned until transfer proposals had been heard in the Northern Area.
