Which of the following most accurately describes the problem?

rOMPENSATION payments nationalized hauliers ascertain and outstanding at September amounted to £2.2m. Part of this st was the balance, after making paymei on account, of agreed compensati awaiting confirmation by the Transpi Arbitration Tribunal. The rest was course of payment, subject in 801 instances to completion of fom agreements with the transferors.

The total of the British Transp. Commission's outstanding liabil could not be stated by the Minister Transport in the House of Commc last week, when he was giving detr on the matter. In some cases, det mination of amounts was required the Tribunal and in others final agr merit between the B.T.C. and I transferors had to be reached.
