Which of the following most accurately describes the problem?

FOLLOWING KEY changes at Volvo and Renault Trucks, MANERF is the latest manufacturer to see a change at the top of its UK operation. Chief executive Jfirgen Knorpp has handed over to Des Evans, who was formerly UK operations director.

Evans plans to concentrate on customer care, developing staff and improving the company's dealer network. He takes over at a crucial time for the company in the UK as it introduces the D20 common-rail engine, and a new Olympic cab for the ERF range.

Knorrp has overseen the Swindon-based operation for 12 years; he will remain a non-executive director until the end of this year, as well as overseeing the MANERF bid for the MoD support vehicle contract.

• The Defence Procurement Agency has dismissed press reports suggesting that US manufacturer Oshkosh is in pole position to win the 8,400-trucld£2bn MoD support vehicle contract.

It says a Sunday paper report suggesting that ministers have been advised to accept Oshkosh's bid are "pure speculation", and that no decision will be made until the end of this month. MAN, Mercedes-Benz and Stewart and Stevenson are also competing for the business.
