Which of the following most accurately describes the problem?

QTRICTURES were passed by the Scottish Deputy Licensing Authority upon W. Alexander and Sons, Ltd., last week, when Comfort Coaches, Ltd., Dunfermline, applied to run an express service on Saturdays and Sundays between Ballingry and Glasgow, via Dunfermline and Oakley. Alexander's objected to the application.

Witnesses complained that Oakley and Ballingry people had to travel to Dunfermline and queue for buses to Glasgow which started from Kirkcaldy. Since Comfort Coaches, LtcL, had lodged the application, Alexander's had offered to restore their Dunfermline— Glasgow service. Mr. George Johnstone, for the applicants, stated that this was tantamount to an admission that there was substance to the complaints of inadequacy.

The Authority said that it had been a mistake to change the starting point of the service to Glasgow from Dunfermline. The public had suffered hardship. He rejected the application, but directed that special observations be made to ensure that passengers did not have to queue for long periods for Glasgow buses.
