Which of the following most accurately describes the problem?

• Long-distance lorry drivers may face a new ban on all-night parking in the London Borough of Islington. The Conservativecontrolled Islington council is seeking to ban vehicles from standing in 23 residential squares which are mainly Victorian and Georgian in character.

It could become a major test case involving new legislation which gives local authorities the right to ban parking on amenity grounds. The new law came into force last month.

Hitherto councils could justify "no parking" restrictions only on Safety grounds or because parking was holding up traffic. Islington's application to the GLC, the major traffic authority, is the first move under the new powers.

The battle against all-night parking is supported by both the London Borough Councils Association and the Association of Municipal Corporations.
