Which of the following most accurately describes the problem?

How does this legislation apply to training schools (le group training) when the instructor Is training a student from within the group or company, or when the instructor Is training a student who is paying his own fee to the school and when a firm not within the group or company requires a driver to be trained?

In the three cases, the instructor is employed by the group or company who receive the fees. Does the instructor require DoE ADI qualification for any of these or should he be DoE-approved in any case, being employed as a driving instructor?

These instructors have been trained by the Road Transport Industry Training Board to a high standard and they are usually instructing pupils who are already in possession of an ordinary car driving licence, issued under Part III of the Road Traffic Act 1972. It has been assumed, therefore, that they are not providing original instruction and therefore do not need to register with the Department of the Environment as approved driving instructors.

However, many of them are applying for registration, with the increase of pupils fresh to the industry, who might not already have a car driving licence.

The reply given in May 18 issue was in answer to a query from a reader who wished to open his own driving school. In this case, DoE approval was obviously desirable.
