JN.• QUESTION concerning area organization in the Road Haulage Association enlivened the discussion when Brighouse and district operators met recently to dismiss what place Brighouse should have in the R.H.A.'s YorkShire West Riding Area. A threefold issue before the meeting was whether Brighouse, which is on the borders of Halifax and Huddersfield, should (1) be in the 'Halifax Sub-area, (2) form part of the Huddersfield Sub-area, or (3) constitute a sub-area in itself. The vote went in favour, of the inclusion of Brighouse in the Halifax Sub-area, 'representatives of w.hich addressed the -meeting in the earlier part of the . 'proceedings.

The question concerning area organization cropped up in relation to representation of sub-areas on the , West Riding Area Committee. It was pointed out that the present . committee, appointed on the consummation of the Perry merger scheme and composed largely of members nominated by organizations participating in that scheme, would ' ultimately be replaced by a committee composed solely of representatives elected from the sub-areas.

The' 'questionraised was as to what .would be -the -basis of -the respective • sub-areas' numerical representation on the area committee. Mr. H. Walker, of Brighouse, said he thought this would depend upon the number of sub-areas formed in the area.

Mr. A. H. Taylor, secretary of the Halifax Sub-area, suggested that a factor governing the numerical representation of a sub-area on the area committee would probably,_ be the aggregate tonnage of vehicles operated by members of the sub-area. He thought it likely that regard would be paid to the financial position of each particular sub-area.

Mr. Walker said that subscription incotne was taken into account in fixing the number of nominees to the present area committee from participating organizations, but, in accordance with a decision by the committee, each of the sub-areas so far formed had been allowed one representative on that committee, irrespective of membership strength or subscription income..

The vote was taken, after discussion, in private, following the retirement of the Halifax representatives. Following the decision, Mr.' Tom Conway and Mr. B. Kendall were elected to be Brighouse and district representatives on the Halifax Sub-area committee when the inclusion, of Brighouse and district in the sub-area has been confirmed.
