In granting the application the Commissioners made it clear that they expect to receive progress reports on continuous monitoring of the Trent Company's services.

They warned that unless the operating costs of an undertaking can be shown to be reasonable in comparison with those of other operators providing joint services it may be necessary for the fares to be fixed by reference to the operator with the lower operating costs rather than, as at present, to those of the major operator.
