Which of the following most accurately describes the problem?

HAULAGE contractor Mr. C. Reuben, of

York Road, Bristol 6, was granted additions to his B licence conditions in Bristol this week providing he produced satisfactory letters of support from customers he mentioned at his hearing.

He told the Licensing Authority, Mr. J. R. C Samuel-Gibbon, that his present work— carrying excavating materials on M4—on behalf of Bristol Tippers Ltd. had come to an end. He sought to haul goods for Rentokil Laboratories Ltd., Bristol, Monmouthshire Quarry Sales Ltd., Newport, and T. S. Thomaf (Lydney) Ltd., all within a radius of 60 miles.

There were objections from Short Haulage Ltd., R. Wynn and Sons Ltd., and D. Waters Transport Ltd. It was said they would agree tc the application providing it excluded Monmouthshire and South Wales.

Mr. Samuel-Gibbon agreed with this clause and told Mr. Reuben he had been fortunatt because the objectors had been "reasonable"
