Which of the following most accurately describes the problem?

COACH operator D. and M. Perrie. of

Beaworthy, Devon, has lodged an appeal against the Western Traffic Commissioners' rejection of its application to operate a stage carriage between Okehampton and Bude and against the grant of the service to W. J. 0. Jennings, of Bude, Cornwall.

The service granted is replacing the now discontinued railway service with stops only at former railway stations. The appellant, who was supported by British Railways, also intended to make intermediate stops. Perrie claims that as an existing operator operating uneconomical rural services in Devon it should have been granted the service.

The new road licence operates over twothirds of the appellant's territory and it states in its appeal that if the appeal fails, many of these services will be withdrawn. It has submitted extracts of CM licensing case reports to the Minister, with the request that they be used in evidence at the appeal.
