Which of the following most accurately describes the problem?

Devon's Big Call for Tenders.

Devon County Council invites tenders for the supply during the year ending March 31, 1934, of tyres, petrol and paraffin, oils and grease, the hire of petrol-driven tipping lorries, etc. Tenders have to be delivered to the clerk of the council, Mr. Brian S. Miller, The Castle, Exeter, by noon on February 1.

The accepted tenderer shall, if required, supply upon the same terms to the order of any rural or urban authority to which county roads are delegated. In no ease will any delegate authority inviting separate tenders, other than Torquay (which has special powers), be authorized to accept any tender which the county council considers less favourable than the accepted county roads tender.

Loss on Guildford Parcels Depot.

Guildford Watch Committee has asked the Chamber of Trade to make another effort to keep open the parcels depot for carriers, in Onslow Street. The enterprise is at present being run at a loss and the Chamber has re' quested the municipality to take it over, but this has met with the above request.

Important Welsh Bridge Schemes.

The Ministry of Transport has approved important improvements in the western section of the through South Wales route. The Ministry has advised Carmarthen County Council to obtain tenders immediately for the construction of a new bridge over the Great Western Railway at Mynydd Mawr, the western outlet from Llanelly.

In addition, the Ministry has promised a 60 per cent, grant for a new steel bridge over the River -Towy, at Carmarthen. A new steel bridge is also proposed to be built at Dryslwyn.

Insurance Companies and Roadaccident Cases: The Legal Position. Certain insurance companies are reported to have refused to meet claims under Section 36 (2) of the Road Traffic Act, in connection with accident cases admitted to Essex County Council institutions, on the ground that the section did not apply to rate-aided hospitals.

Counsel's opinion on this latter point is that the authority has a right of recourse to the insurance companies for a payment up to 125 in each case where it can be proved that liability attaches to a company under a policy, and when the person concerned, or his relatives, are unable to meet the cost of maintenance.

If satisfaction cannot be obtained from the insurance companies the health committee will probably recommend that a test case should he brought in the ugh Court to settle the matter. Joint Action Against More Taxes.

The Joint Sub-committee of the Association of Municipal Corporations and the County Councils' Association is taking steps to oppose any proposal which may be made to increase the taxation, direct or indirect, of vehicles used for various classes of work by local authorities.
