Which of the following most accurately describes the problem?

THE IMMINENT doubling of London Transport fares will not compel masses of passengers to stop using public transport, Government spokesman Lord Avon told the House of Lords.

Lord Avon said that, as there was no evidence of significant numbers of car owners having switched to public transport when the fares were reduced, there was no reason to believe the reverse would happen later.

Lord Vaizey said he had abandoned his long held view that there should be a co-ordinated public strategy for public transport in Greater London. He said it was no longer logical that London Transport should provide both buses and Tube services.
