Which of the following most accurately describes the problem?

OPERATORS are being recommended to change to the new EEC drivers' record books to record drivers' hours before the proposed introduction of the books by law later this year.

The Freight Transport Association, which has been making the recommendations, has already supplied half a million of the new books to operators. It has been legal to use them on home and Continental journeys since 1973.

" Changing over now will give the operators time to train staff and accustom drivers to the new books before they become compulsory," says the FTA.
