Which of the following most accurately describes the problem?

FINES and costs in excess of £2,000 were imposed by Widnes magistrates last week on operators and drivers who pleaded guilty to overloading offences.

The prosecution was brought by the Weights and Measures Department and all the defendants had been involved in carrying soil from Kirby to Widnes and Huyton in connection with civil engineering work. The overloads ranged between 1 and 5 tons.

William Ronald Jacks, of Milnthorpe Road, Burtonwood, was fined £50 on each of four overloading charges; Barry Molyneux of Winwick Road, Newton-le-Willows £50 on each of nine charges of overloading; Charles Miller, of Clock Face, St Helens, £50 on each of four overloading charges and £25 for using a false delivery note; Peter Crane trading as A.L.C. Transport, of Newton-leWillows £50 on seven overloading charges; James Glynn, of Griffin Street, St Helens, £50 on four overloading charges, £30 on seven other overloading charges and £50 for using a false delivery note; David Helliwell, of Skelmersdale, employed by Iddell Ltd, of St Helens, £10 on each of three overloading offences and Peter Eden of Burtonwood £30 on each of three charges of overloading. Costs were awarded against each defendant.

Some 25 summons against Idell Ltd, contractors for the work concerned, were adjourned until March.
