Which of the following most accurately describes the problem?

Haulage Association has denied any connection with a scheme alleged by Mr David T. Jones, M.P., to have been prepared by a prominent member of the Association, to take over the organization of the Road Haulage Executive on Tees-side. The name of Mr_ H. L. Walker. R.H.A. Northern Area chairman, has been associated with the report. It is believed, however, that the scheme was formulated by an ex-employee of the R.H.E., who circulated it to traders.

According to Mr. Jones, a clearinghouse organization was to be set up at Middlesbrough, Stockton, Darlington and the Hartlepools to take over R.H.E. assets. The object was stated to be to provide central accounting and to consolidate rates. Users and operators would hold shares in equal proportions in the clearing house.

"The Commercial Motor" reported on January 23 that Tees-side Sub-area of the R.H.A. had decided not to support any plan for a clearing house.
