Which of the following most accurately describes the problem?

AN allegation that two caravans presented to the British Red Cross after the Lynmouth disaster took three weeks to reach Barnstaple from Scotland was made before the Western Licensing Authority, last week. The Pathfinder Caravan Co., Tedburn St. Mary, Devon, was applying for a B licence to tow caravans within a 250-mile radius of base.

Mr. G. G. Bolton, a Red Cross staff officer, referred to the good work done by the concern in moving 35 caravans to a difficult site at Lynmouth and added that neither of the objectors, the Railway and Road Haulage Executives, had adequate facilities for moving caravans.

The Authority granted a licence for one vehicle.
