Which of the following most accurately describes the problem?

I he able to use it for carrying other traffic when indivisible loads are not available?

A Regulation 9 of the Motor Vehicles (Construction and Use) Regulations 1973 lays down the maximum length of an articulated vehicle as 15 metres (49ft 2.556 in), but stipulates that this does not apply in the case of an articulated vehicle constructed and normally used for the conveyance of indivisible loads of exceptional length.

The use of the word "normally suggests that occasional use of such a vehicle for carrying other than indivisible loads is permitted. If this were not the case, then the paragraph would have been written as "only used for the conveyance of indivisible loads".
