CONCESSIONARY fares schemes for elderly and handicapped people being introduced by the Government were described last week as "ludicrous" by Mr Donald Macdonald, director of social work for the borders regions of Scotland. He condemned the present system of tokens in use in England, saying that it was impossible to keep a check on the total number of tokens issued, which made it difficult to limit concession facilities to those who most needed them.
