theme during this week's Commons debate on roads was—improve roads to the docks and so cut the costs of transport and exports. Overshadowing the discussion was the six-month postponement in many road programmes and the Minister of Transport explained that it would apply to about half the £50m. motorway and trunk-road schemes planned to start during the next six months. Work in hand at the moment—about £300m. in total value—was not being stopped.

Mr. David Webster (Tory, WestonSuper-Mare), one of the MPs who stressed the importance of dock communications. suggested that a certain amount of the railway siding capacity should be used for road marshalling sheds within thq docks.

Mr. Geoffrey Wilson (Tory, Truro) was puzzled by the fact that the railways were to have no cuts on the grounds that they were industrial, whereas the roads were to suffer cuts because apparently they were not industrial. Yet the roads were carrying more goods than the railways, he said.

Tory transport spokesman. Mr. Thomas Galbraith. welcomed the Government's announcement that access to the docks was to be improved, but asked where access began.
