Which of the following most accurately describes the problem?

THE Minister of Transport last week published proposals for the remaining 12 miles of M6—the section linking the proposed Penrith and Carlisle by-passes. The new road will relieve AG of most of its long-distance traffic; this will undoubtedly increase greatly when the motorway from the south reaches Penrith.

This section of M6 will, with the Carlisle by-pass, form thc northern end of a motorway route which, when completed, will run continuously for 317 miles from London to Carlisle. It will start at the northern end of the proposed Penrith by-pass just east of Catterlen. cross the main London-Carlisle railway line near Low Hurst and link with the southern end of the proposed Carlisle by-pass on A6 at the Golden Fleece, just south of Carleton village. Access to the motorway will be restricted to junctions with a new trunk road link to A6 at Catterlen and with A6 again at the Golden Fleece at the northern end.
