THE Royal Commission on Scottish Affairs, presided over by the Earl of Balfour, has recommended that responsibility for Scottish roads should be transferred from the Minister. of Transport to the Secretary of State for Scotland.
The Commission received complaints that Scotland had not been granted an adequate share of the money spent on the construction and maintenance of roads, that decisions were sometimes unnecessarily delayed and that there was not sufficient regard for the effect Which heavy vehicles had on roads not built to carry them.
